Towards Ending AIDS by Malaysian Businesses
About Us
The Malaysian AIDS Foundation (MAF) is a leading non-profit organisation dedicated to supporting People Living with HIV through care, education, community empowerment, and policy advocacy.
With over three decades of experience, MAF continues to champion initiatives that strengthen communities, protect rights, and enhance the well-being of those affected by HIV.
Through TEAMB (Towards Ending AIDS by Malaysian Businesses), MAF empowers companies and their staff with vital knowledge on HIV awareness, prevention, treatment, and human rights — helping employees stay safe, build inclusive workplaces, and play their part in ending AIDS.
To achieve this there are needs for effective trainings and awareness programs to businesses on:
HIV testing
Prevention
Treatment and Care
Human rights
To address this concern, Malaysian AIDS Foundation (MAF) driven the formation of Towards Ending HIV & AIDS by Malaysian Businesses (TEAMB) for businesses to come together and mitigate the impact of HIV & AIDS in the workplace and also to create as many safe spaces as possible for employees and professionals living with HIV to thrive and succeed.

HIV WORKPLACE POLICY
Employees living with HIV should be treated equally, with employment decisions based solely on performance and fitness for work. Employers are encouraged to provide accurate information and awareness programmes to reduce stigma and foster understanding.
While adoption of an HIV and AIDS policy is not mandatory under Malaysian law, organisations are strongly encouraged to follow the Code of Practice on the Prevention & Management of HIV/AIDS at the Workplace developed by the Department of Occupational Safety & Health Malaysia (DOSH).
By integrating this policy into broader workplace health and inclusion initiatives, companies can create a safe, supportive, and inclusive environment for all employees.
OVERVIEW OF HIV WORKPLACE POLICY
The framework of commitment (work plan) for ACTION to reduce the spread of HIV /AIDS and manage its impact in the workplace.
Should address essential issues, including non-discrimination, fair employment, management commitment, confidentiality, and communication of information and prevention.
Currently, there is no compulsion to have a HIV and AIDS policy at the workplace, but businesses are encouraged to adopt the code of practice by The Department of Occupational Safety & Health Malaysia.
THE BUSINESS BENEFITS OF
HIV/AIDS WORKPLACE POLICY
HIV & AIDS IN MALAYSIA
Malaysia has made significant progress in its HIV response since the launch of the National Strategic Plan on HIV/AIDS (NSP) 2006–2010, particularly through harm reduction programmes that effectively reduced new infections among people who inject drugs (PWID).
Today, first-line antiretroviral therapy (ART) is provided free of charge, while second-line treatment is heavily subsidised, ensuring that People Living with HIV (PLHIV) have access to life-saving medication.
Over the years, however, the pattern of HIV transmission in Malaysia has shifted. Sexual transmission is now the main mode of infection, replacing injecting drug use, which had driven the epidemic for more than three decades.
According to the Ministry of Health (2024), 96% of new HIV cases were transmitted sexually — with 64% through homosexual or bisexual contact and 32% through heterosexual contact. In total, 3,185 new HIV cases were reported in 2024, averaging 8 to 9 new infections daily, and a notification rate of 9.4 per 100,000 population. The majority of new cases (90%) were among men, especially those aged 20 to 39 years.
While Malaysia continues to provide strong treatment access and has significantly reduced AIDS-related deaths, new challenges have emerged. The increasing trend of sexually transmitted HIV, particularly among young adults and key populations, calls for renewed efforts in prevention, awareness, and stigma reduction.
Through the ongoing National Strategic Plan to End AIDS (NSPEA) 2016–2030, Malaysia remains committed to ending AIDS as a public health threat by 2030 — ensuring that no one is left behind in the country’s HIV response.

A Study on Medical Insurance Coverage for People Living with HIV in Selected Multinational Insurance Companies in Malaysia
The Malaysian AIDS Foundation (MAF) through the Malaysian Business Consortium for HIV/AIDS (MBCH) platform has joined efforts with the International Labour Organisation (ILO) to carry out comprehensive research on the subject of medical insurance coverage for People Living with HIV (PLHIV). MAF and ILO harbour hope that the study will contribute to initiating dialogue between relevant stakeholders in Malaysia on enhancing access to insurance for PLHIV.
