As we gather for the Malaysian AIDS Foundation Red Ribbon Gala 2024, I am filled with gratitude and hope for our shared mission to end the HIV epidemic in Malaysia. This Gala is not just a celebration; it is a powerful testament to the unwavering unity and commitment of individuals, organisations, and communities striving to make a meaningful difference in the lives of those affected by HIV.

 

The presence of esteemed leaders such as YB Datuk Seri Dr. Haji Dzulkefly Ahmad, YB Dato’ Sri Hajah Nancy Shukri, and Tan Sri Sir Jeffrey Cheah, along with other distinguished guests, underscores the critical importance of collaboration. Together, we are advancing initiatives that encompass sustaining second-line treatments and enhancing prevention programs tailored to our communities’ unique needs.

 

Our primary focus is to ensure that every person living with HIV benefits from the principle of “Undetectable = Untransmittable” (U=U). This concept signifies that consistent and effective antiretroviral therapy can suppress the viral load to undetectable levels, thereby eliminating the risk of sexual transmission.

 

I am particularly heartened by the growing involvement of the corporate sector in our national HIV response. Their contributions now represent the second-largest source of funding for MAF and its sister organisation, the Malaysian AIDS Council, following the Ministry of Health. This partnership is crucial in bridging critical resource gaps and expanding access to life-saving services.

 

A recent study underscores the economic value of investing in HIV/AIDS programmes, revealing an impressive return of RM14 for every RM1 spent. This finding reinforces the significance of prevention and harm reduction efforts which not only save lives, but also bolster public health and strengthen our societal resilience.

 

Tonight, we come together to celebrate the incredible generosity of our donors who have helped raise RM 2.67 million to support treatment for low-income individuals living with HIV. We also take the opportunity to honour the recipient of the Tun Dr. Siti Hasmah Award whose extraordinary contributions inspire us all to continue this vital work.

 

As we look to the future, let us remain steadfast in our commitment to creating a healthier, more inclusive Malaysia. Together, we can end the HIV epidemic and bring hope to those who need it most.

I would like to thank the Malaysian AIDS Foundation for the invitation and congratulate them on organizing the Red Ribbon Gala. This event is not only a celebration of the resilience and strength of those living with HIV but also a beacon of hope and a testament to the power of collaboration in our shared mission to end AIDS by 2030.

 

The Ministry of Health stands firm in its commitment to addressing the HIV/AIDS epidemic, which remains one of the most pressing health challenges of our time. While significant progress has been made in reducing new infections and improving access to treatment, care, and support programs, we recognize that more must be done to ensure no one is left behind. This aligns with our national goals and the Sustainable Development Agenda, emphasizing equity, inclusion, and access to healthcare for all.

 

The Ministry of Health has long recognized the critical role of NGOs in reaching the most vulnerable communities. The Differentiated HIV Services for Key Populations (DHSKP) program is a shining example of this partnership. With community healthcare workers serving as vital links to vulnerable populations, this program has been instrumental in reducing new infections and improving the quality of life for those affected through prevention, screening, and linkages to care services across Malaysia. We are committed to supporting the continuity and expansion of this program, along with the PrEP national program, which are critical in addressing the growing number of cases of sexual transmission of HIV in recent times.

 

I also laud the tremendous growth of the tripartite partnership involving the government, private sector, and NGOs, which has been anchored by MAF. This partnership has served as a platform for major Malaysian corporations to actively contribute to various treatment access programs that complement the Ministry of Health’s efforts to meet the 95-95-95 Global Goal to end AIDS by 2030. Most recently, this collaboration has supported HIV prevention work under the DHSKP modality in resource-scarce settings in Sarawak.

 

This year’s Gala carries special significance as we gather not only to celebrate progress but also to renew our commitment to the fight against stigma and discrimination. Events like this remind us that every effort counts—every partnership forged, every dollar donated, and every voice raised contributes to the ultimate goal of ending the AIDS epidemic.

In our collective fight to end AIDS, the Ministry of Health places great trust in the Malaysian AIDS Foundation (MAF) and the Malaysian AIDS Council (MAC) for their critical role in bridging essential HIV services to key affected populations. This focus is vital, given the concentrated nature of Malaysia’s HIV/AIDS epidemic.

 

Working together, we were able to deliver life-saving prevention and treatment services to the communities most affected. One notable success is the Needle Syringe Exchange Programme, which has significantly reduced new HIV infections among people who inject drugs—from 60% to just 3% prevalence over a decade.

 

As we confront the evolving dynamics of the epidemic, including the rise of sexually transmitted HIV, our partnership with MAF has evolved. It is now anchored in Differentiated HIV Services for Key Populations (DHSKP). This approach underscores the crucial role of outreach workers, who have been re-trained as Community Healthcare Workers to deliver more comprehensive and holistic services. We are also leveraging digital tools to enhance the impact of our initiatives.

 

Tonight, as we gather to celebrate the enduring support of corporate donors at the Red Ribbon Gala, I would like to highlight the Tripartite HIV Prevention (THIP) initiative under DHSKP. This pioneering partnership, launched in Sarawak with the support of visionary partners like Sunway Group, represents the future of our national AIDS response. THIP ensures sustainable solutions, and its upcoming projects, alongside an expanded rollout of PrEP and HIV Self-Testing (HIVST) programmes, promise to transform our approach to the epidemic.

 

I commend the MAC and MAF for their unwavering advocacy and its impactful programmes that continue to improve the lives of people living with HIV (PLHIV). Your leadership in addressing stigma and advancing our national response to HIV/AIDS is inspiring.

Message by Yayasan Petronas

It is with utmost gratitude that I share the ongoing efforts of Yayasan PETRONAS in supporting and uplifting communities nationwide. In collaboration with the Malaysian AIDS Foundation (MAF) and in conjunction with the Malaysian Red Ribbon GALA 2024, we are honoured to highlight the positive impact of the initiatives we support, aimed at addressing critical health and socio-economic challenges in our society.

As the social impact arm of PETRONAS, our mission is to deliver positive and sustainable impact on the well-being of society across the nation. We initiate and support programmes that empower deserving communities, ensuring better socio-economic outcomes and shared success for all.

In the spirit of inclusivity and shared prosperity, we are deeply grateful for the opportunity to help champion initiatives such as the MyLady Assistance Scheme, which empowers single mothers and women living with HIV by providing opportunities to grow their businesses. Through business loans, training, and capacity-building programmes, we have supported 52 women in establishing successful ventures, empowering them to become more self-sufficient.

I am pleased to spotlight the Uplifting Lives Homes: Komuniti CAKNA Terengganu (CAKNA) initiative, which is dedicated to improving the sustainability of welfare homes like CAKNA and equipping occupants with valuable income-generating skills. Through this initiative, the Terengganu-based occupants became more self-sustaining through the Chili Boh Processing social enterprise. To date, 65 occupants have benefited from the programme, which reflects our shared efforts in building a community where everyone is valued and supported to thrive.

Through the Sabah Health Access Programme (SHAPE), we aim to alleviate the burden on B40 patients, particularly those living with HIV, thalassemia, and non-communicable diseases, by covering their logistical expenses to healthcare facilities. This assistance not only improves their health outcomes but also ensures they receive the care they deserve, including access to vital medical appointments, benefiting 360 individuals with invaluable support.

Additionally, the MAF Donation and Medicine Assistance Scheme facilitates access to antiretroviral (ARV) medications, proven to have an efficacy rate of nearly 99% in preventing HIV transmission, including from HIV-positive mothers to their unborn children during pregnancy. The scheme has reached 60 individuals to date, with the hope this access will go towards improving their quality of life.

These initiatives are all part of Yayasan PETRONAS’ commitment towards fostering an inclusive society and building resilient communities. Supporting the important work that is done by MAF not only uplifts those affected by HIV/AIDs, but also championing a future where no one is left behind in our fight for a healthier, more equitable future.

Tradition Of Glamour & Exclusivity​

The Red Ribbon Gala has been a hallmark of the Malaysian AIDS Foundation’s fundraising initiatives for over 20 years, enjoying the generous support of Malaysia’s leading corporate donors. This prestigious event is renowned not only for its philanthropic endeavors but also for its glamour and exclusivity.

The inaugural Gala in 1996 featured the first-ever Donna Karan trunk fashion show in Southeast Asia, setting a remarkable precedent for future events. Over the years, the Gala has hosted an array of world-class presentations, including:

SUNWAY-HOPE BORNEO PROJECT

HOPE is a Sunway programme which stands for Health Outreach Programme for Everyone, which officially known as the MAF-Sunway HOPE Borneo Project.

HOPE is a Sunway programme which stands for Health Outreach Programme for Everyone, which officially known as the MAF-Sunway HOPE Borneo Project.

This Sunway-MAF partnership began in December 2021, with Sunway coming on board as MAF’s official sustainability partner.

The project provides cash incentives to low-income patients with HIV and other chronic diseases to help cover travel and logistics expenses for hospitals appointments.

SUNWAY FOR GOOD PROJECT

Sunway partners with the Malaysian AIDS Foundation (MAF) for its signature #SunwayforGood initiative, where close to 20,000 beneficiaries in the B40 segment will receive essential aid in the form of rice, groceries, and packed meals.

Since its inception, #SunwayforGood has positively impacted over half a million beneficiaries and continues to aspire to enrich the lives of millions more across the country, guided by its core values and steadfast commitment to purpose.

SARAWAK & SABAH HEALTH ACCESS PROGRAMME (SHAPE)

Sarawak & Sabah Health Access Programme (SHAPE) awards cash incentive to low-income patients diagnosed with HIV and other forms of chronic diseases to help cover the high cost of travelling and other logistics expenses related to their hospital appointment in town.

The programme builds critical linkages between rural low-income patients with the cutting-edge health services there are already available in major government healthcare facilities, but often out of reach due to structural issues such as poverty, challenging public infrastructure and even poor treatment literacy.

About Malaysian AIDS Foundation

The Malaysian AIDS Foundation (MAF) was formed in 1993 and fully incorporated in 2003 under the Trustees Incorporation Act (1952) to carry out the following objectives and since then, MAF has continued to move forward with its various HIV/AIDS treatment, care, and support programmes in Malaysia.

Our Objectives

Prevent the spread of HIV in Malaysia

Render support to People Living with HIV in Malaysia

Protect the human rights of people in Malaysia who may suffer discrimination due to their HIV status

Provide education on matters pertaining to HIV/AIDS to the family and friends of people living with HIV/AIDS, the general public and the authorities at the national and local level in Malaysia

Provide financial assistance or such other forms of support to bodies, organisations and institutions, including the Malaysian AIDS Council, in carrying out the activities and services described above

Challenges Of
Accessing ARV In Malaysia

FINANCIAL CONSTRAINT

Certain types of ARV can be expensive and not everyone living with HIV can afford to pay for it. Our MOH has implemented ARV programmes, but in some cases, coverage is limited to first-line and in some cases, not everyone is eligible to receive it.

OUR SOLUTION


The Medicine Assistance Scheme by MAF provides subsidy for 2nd-line ARV to underprivileged Malaysians. The Scheme currently supports more than 500 People Living with HIV.

LACK OF HEALTHCARE FACILITIES

In places like Sabah and Sarawak, healthcare facilities with HIV treatment are not immediately accessible or are remotely located. This can make it difficult for people to access ARV, especially those who live in rural or remote areas.

OUR SOLUTION


Our Sabah & Sarawak Health Access Programme (SHAPE) provides hospital travel subsidies for HIV patients from the rural interiors as well as the urban poor in both States. The subsidies contribute positively towards compliance and treatment retention for our clients.

STIGMA AND DISCRIMINATION

HIV/AIDS stigma is still commonplace which makes it difficult for people to seek treatment. Discrimination can also make it difficult for people to access healthcare services, including ARV.

We continue to build constructive engagement with healthcare workers through training and sensitisation programme. In addition, MAF has also embarked on specialised HIV training with general practitioners from private practices to open up alternative points of care for PLHIV outside the government primary care service providers.

Effective HIV treatment ensures that individuals living with the virus can lead healthy, productive lives, thereby reducing the transmission rates and preventing new infections.

A core principle of the 17 Sustainable Development Goals (SDGs) and of the AIDS response is that no one should be left behind.

The AIDS epidemic cannot be ended without the needs of people living with and affected by HIV and the determinants of health and vulnerability being addressed.

People living with HIV often live in fragile communities and are frequently discriminated against, marginalised and affected by inequality and instability – their concerns, therefore, must be at the forefront of sustainable development efforts.

The AIDS response has advanced the right to health, gender equality, human rights, employment and social protection. It has addressed entrenched social norms, social exclusion and legal barriers that undermine health and development outcomes and its investment approach is increasingly being adopted to accelerate gains across global health and development.

How antiretroviral treatment acts on HIV

Antiretroviral therapy (ARV)

is a treatment for HIV that uses drugs to reduce the amount of virus in the body.

ARV medicines

work by blocking different stages of the virus life cycle, which helps to slow or stop the progression of HIV infection to AIDS. This treatment also significantly reduces the risk of transmitting HIV to others.
